Wisper Torque Folding Best Seller. Still, my thoughts keep drifting back to part of my conversation with longtime activist Robin Garwood. He described for me how cyclists and the city were able to reform a key advisory committee. Garwood spearheaded that development, and now believes it was one of the crucial turning points for cycling in Minneapolis. His description paints an interesting picture of what can happen, when the balance of power in civic procedure is shifted towards the public.

Of kickstands and Kickstarter

This is a transcript of the relevant parts of our conversation. Robin Garwood pictured : We reformed the Bicycle Advisory Committee, which had been this pocket committee of public works, and we made it so it was much more of a bicyclist-, or a citizen-led organization Having that kind of force within city government, and have it be something that was listened to. It was controlled by the public works engineers. So having that actually be taken from the engineers and given to the bicyclists, and leave the engineers on it, but have the bicyclists actually be able to run it. We designed the thing actually so that there is a direct appointment of each of the advisory committee members by a member of the council for a particular ward.

Q: How did it come about that that change was made?

Was that something that was agreed to quickly, or did that really have to be fought for? It had to be fought for a little bit. There was a vote on the BAC that I wanted to win. And I did that, and we won the vote. We have to have a set membership. And so we got a subgroup of people together, and they came up with some ideas like, council membership directly appoints somebody. We should continue to have voting members from all these city departments, including public works but also the planning department and the health department and other folks.

We should elect our own chair.

The chair and vice-chair should set the agenda, rather than having it set by public works. We should have minutes. We should make formal decisions, and we should write them down. All of that stuff is pretty standard. Q: So the effect is effectively to sort of rally public works to being responsive to ideas that are being generated from without, instead of a barrier to getting ideas noticed.

That, and a strong advocacy organization has gotten us a heck of a lot. We also hired some really, really good staff as our city Bicycle and Pedestrian Coordinator.
